I don’t think it is. This is from the Official Google Blog announcement:
Finally, last year we introduced a new way to communicate and collaborate called Google Wave. Today we’re opening Wave to everyone — no invitation necessary — at wave.google.com, as part of Google Labs. Google Apps administrators can also enable it for their domains and help groups of people work together more productively.
Of course, I’m of the opinion that Google Wave should have been open to everyone from the start – launching a collaborative tool is much more cool when anyone can be a collaborator. And that Google Buzz should have been launched separately from Gmail and launched like Google Wave was. But I digress.
The reason this isn’t a big ole snoozer is that if you have Google Apps enabled on your domain, you can enable Google Wave on your domain. So you can use it within your own organization. That, is neat.
