For me, I'd say the answer is false. I've had some of my number one and first page rankings for almost 9 years now.
The general answer though, is "it depends". There's nothing wrong with using certain loopholes to get ahead if you're not actually trying to trick the search engines into an answer.
But if the underlying philosophy of getting search engine optimization results for you is "cheat until it doesn't work, then change sites". then you have a short term plan, and you should Expect short term search rankings.
However, if you have a decent plan that spreads your risk of losing a number one or first page ranking around, and is built on supplying the search engines with what they need, well, why wouldn't you be successful with the search engines?
But enough of my pontificating. How do you feel about SEO? Do you even really get what it is?
